Just because the third Raikage is stronger than the fourth doesn't mean the second is stronger than the third.

The third Kazekage was considered the strongest of them all, right? Maybe Gaara has surpassed him now but you get my point.

the 2nd Raikage probably was bad ass himself and probably trained the 3rd Raikage.
the 3rd Raikage was stronger and faster than the 4th his son, then my opinion is that maybe the 2nd was stronger than the 3rd and has some kind of over powering ability like the 3rd had. hey who knows and the previous kages 1-3 seem as thought they been at war all their lives and fighting is all they know so most likely the 2nd been around since before the establishment of the hidden villages :shrug: just imagine and seems o me that the 1st kages and the 2nd kage taught their subornates at an early age the pass down all their abilities and knowledge they could. so i can believe that the 2nd Raikage was also badass as all the previous kages of the past hidden villages has some crazy ability.
