If Itachi had EMS, would he be stronger than EMS Madara (before he got Senju DNA?) (- this also assumes that he doesn't have EDO)
Itachi:
- So we all know that the fight between Sasuke and Itachi was 'semi-rigged' as Itachi had weakened eyes from using his MS so much. This caused him to cough up blood etc.
- We also know that Itachi 'threw the fight' for Sasuke to win so he would hopefully return to the leaf after claiming vengeance - which never happened. Thus Itachi used the last of his strength to plant an Ameratsu into Sasuke's eyes and give him MS. (Technically, Itachi fought both Sasuke AND Orochimaru during his weakened state)
- He's EXTREMELY Intelligent holding advanced talents and knowledge of Ninjutsu, etc.
Furthermore - Itachi's MS abilities of Ameratsu (flames in a split second) and Tsukuyomi (only need to make eyesight) make him a worthy adversary.
Itachi also has Susano'o and with it the Totsuka Blade AND the Yata Mirror - the sword of ultimate sealing, and the shield of ultimate reflection.
- If it weren't for Itachi's weakness due to overuse of the MS + his willingness to throw the fight for Sasuke, Itachi would have DEFINITELY gained Sasuke's eyes and therefore EMS.
Finally, on top of all of this information, Itachi has revealed himself to know Izanami (and possibly Izanagi?) - which could possibly be spammed if the user had EMS.

Can Itachi control Kyuubi like Madara?)
Madara:
- Praised to be one of the strongest ninja of his time, his fight with Hashirama was legendary. He controlled the Kyuubi (Not sure if Itachi can even though he has Sharingan) and has the same if not > Itachi's intelligence and tactics.
- Madara is also able to throw (essentially) giant boulders (moons?) onto his opponents - even without use of Senju DNA.
- I believe we are yet to see Madara's regular MS techniques (the equivalent of Itachi's Tsukuyomi and Ameratsu) which would most likely be badass.
- Has Ultimate Susano'o - perfect form - which has yet to be achieved by Itachi + the Rennigan, keep in mind that without Senju DNA - he is unable to use Mokuton Clones / ANY Forest techniques that Hashi would have had.
Note:
(Whether or not his Senju DNA helped him achieve Rennigan is yet to be determined, but it is possible that Senju DNA was NOT required for Rinnegan)
- With all of these abilities - Madara has, EMS, Perfect Susano'o, Kyuubi Control, Rinnigan (and that ability of the paths) + the creation of all things!
So who do you think is the better ninja if Itachi had EMS too, and Madara had no Senju. :shrug:xd
