some factors are being forgotten. remember, when they were younger, Sasuke kicked naruto's @ss with taijutsu. Sasuke also has chidori and fire techniques that are not used with the sharingan. Naruto has Rasengan, kage-bunshin, and rasenshuriken...when you take away the kyuubi and sharingan, Sasuke is still on top. there are multiple fights where Sasuke proves his strength is greater than naruto's. if we assume that they both improved a lot, Sasuke is STILL stronger, even with Sharingan and Kyuubi or sage mode.

To low memory sasuke fans, this is a NARUTO WITHOUT KURAMA vs SASUKE WITHOUT SHARINGAN battle:
1. In base stats naruto still has SM
2. Without Kurama ma and pa can fuse with naruto and indefinately extend SM and also provide sauiton , genjutsu techs and can also release genjutsu if naruto falls under it. (Dont complain if sasuke's summons are not that cool)
3. Dont count on kirin, it requires stormclouds to perform. Sasuke needs hell lot of heat to form clouds, two or three katons not gona do the trick. Sasuke need a lot of time before he can use that and naruto can just blow the clouds away with wind release. Personally i would like to see a rasensuriken and kirin clash. (In fight with itachi it was more of an plot no jutsu and also had help from the extreme heat from amaterasu)
4. Naruto in sage mode has a great power boost to all jutsu, speed, endurance and a near 33% chakra boost.
5. Those who complain naruto has no base chakra check out these facts: both Gaara and Kushina had their bijuu removed, but kushina was able to hold down kurama (even tough she was exhausted) with her chakra chains and gaara can still use his sand powers effectively (even seems to be improving). In a nut shell, jinkchuriki's have high chakra even without their biju, so naruto do have high chakra as he held down kurama since birth plus he has uzumaki powers of strong chakra and life force.
6. Yes naruto needs clones to do most of his techs but needs only one for rasengan and two for rasensuriken, i think he can handle at least 3-4 clones in base mode. (Also note that when clones disappear they add their chakra to their user)
7. Without sharingan sasuke has only raiton and katon. Plus his reflexes will slower as he no longer can predict opponent's moves and genjutsu skill will be much reduced.
8. Lee once defaeted Sasuke easily (just before chunin exams), so can he do it now? past is past.

Side note:
1. Dont complain why SM is included in base form but sharingan is not, its cos SM can be LEARNT, sasuke can learn SM but naruto can never LEARN SHARINGAN.
2. B4 u call me or anyone who agrees with me a fanboy or just simply say sasuke can beat naruto bcos he is sasuke, can u prove my points wrong? OR in anyway prove why naruto is not at least an equal (if not greater than) of sasuke, even in base mode?

Get ur facts right: Shadow clone tach itself needs lil chakra but, each clone gets an equal division of chakra so 1 clone means each part half, 2 clones means each part 1/3 and so on. Most people cant survive this division of chakra as it is connected with their vital system, and thats why its forbidden. Also note that when clones disappears they add their remaining chakra to the user. ALso naruto needs only two clones for rasensuriken and one for rasengan, i think he can survive that.

2. you keep saying sage mode benfits, super strength? boost in speed? more charka for the time frame of sage mode. lighting release, fire release [which counts wind all day long] U r not counting ma and pa's suiton and genjutsu + others

Well i m going on the basis of the assumption that base form includes only techs that can be learnt my regular shinobi, SM can be learnt by anyone but Sharingan can not be learnt by anyone nor can be kurama be obtained by anyone, so both are excluded. But curse seal is debateable, i only excluded that cos the current sasuke dont have it anymore. If Sasuke has curse seal but not sharingan, it would be 50-50 chance of winning for both.
Also did jirya need Kurama to learn sage mode? If u remember well, kurama was interfareing with naruto's chakra and kept naruto to be fully in control. Kurama was a hindrance not a help then.

Well naruto only learnt to corntrol it recently (did u forget the rampages? or the fact naruto could only draw extra chakra from him in exchange of his rationality), much like sasuke who got ems (dont pretend amaterasu and susano are not that strong) just recently. So they are pretty even.

yes naruto was given the kyubbi...... but u r missing out the risk that the kyubbi brings with it.... there is no risk to the base sharingan apart from the fact that it drains chakra.....whereas the kyubbi was trying to takeover naruto the wholetime.......a large bunk of naruto's chakra was used to keep the kyubbi sealed.....
so, i think its fair to compare sharingan with kyubbi.......

those who are saying that sharingan is sasuke's birth right are missing a point.... it is sasuke's luck that he was born as a uchiha.....sasuke is just blessed with good genes (by kishi) whereas naruto is blessed with kyubbi (in form of curse) by his father 4th hokage (read kishi)....

to me naruto and sasuke are equal whether in base or with their ops....we have not seen enough of ems say that sasuke would loose......

Only in one fight did naruto use full power of kurama, that one is against other bijus', in pain's fight kurama only bashed deva for a while but ultimately defeated him in his human form. But sasuke too uses his sharingan in most fights. If u look it this way naruto was given raw power and sasuke skill, which developed slowly and only recently matured: naruto slowly increased his control over Kurama and sasuke gradually mastered his sharingan. Both are quite even. Also for ur information sasuke is quite capable to face BM naruto with his ems, he doesnt need Hachibi: i cant imagine anything but a bijudama to breakthrough his susano.
