Can Nara's/Hyuga's possibly use any jutsus?

Me and my friends always get in to it about this, is it possible for a hyga or a nara (besides shadow jutsus) to use jutsus? Thanks for answering if you do!!!!!!!!!!!!!!

Hyuga have the byakugan's and their stuff but naara's may only be able to use the shadow jutsu as it is their only bloodline trait

no but it is a hidden/forbidden jutsu that is known by few but can be learned by anyone that has the skills and chakra for it
