Who was or is the best shinobi in there prime?

When I say I prime I mean like when:

Sarutobi: When he was younger
Orochimaru: With all his jutsu's still

I'd personally say The 4th because he seems to be the strongest as Sarutobi, Jiriaya, Kakashi, and others said. Also he came up with some great jutsus

Actually, Madara was weaker in his prime.

Prime madara as far as we know only had EMS, Current Madara has EMS/rinnegan/Wood.
Kabuto said himself that Madara is completed beyond his prime.
