You shoukd of thrown Hiruzen in there just for fun all his students were Kage level.
But yea Jiraiya is by far the better teacher. Orochimaru and Tsunade have huge personality flaws that dont permit them to be great teachers.

well hiruzen was great shinobi but he was not a great teacher like j-man
because he was unable to produce maximum number's like j-man and yes quality
