People keep saying things referring to the strongest Kage. Recently people are saying Oonoki is the strongest kage. However, even the term strongest creates issue. The most capable kage in battle is Oonoki. The most capable kage for healing, boosting chakra, and gathering and passing intelligence is Tsunade. The most capable kage for defense is Gaara. The most capable kage for blitzing is A. The most capable kage for fight in closed spaces in Mei. The most capable kages for strategies is a toss up between Tsunade, Oonoki, and Gaara. But this idea of strongest kage doesn't exist. What does exist perhaps is the most versatile/useful kage.
In this fight against Madara, Oonoki has seemingly done the most damage. But how powerful would his Jinton have been without Tsunade's chakra? Would he have been in any condition to fight had Tsunade not healed him? In this war the kages have been more useful than Naruto in a whole. Individually some can claim the spot as second and third or fourth most important to the outcome of the war.
Gaara began his usefulness in the war with his speech. His speech unified the people of the Allied Shinobi Army. Without that unity who knows how the war may have fallen out. He preceeded to lead a troupe of Shinobi and defeated the Second Mizukage. He has been sealing on a mass level. And sealed a Madara clone. And aided in binding Madara before the Perfect Susanoo was brought out. And he saved Mei.
Oonoki has helped take on the second Mizkage and Muu. He has been integral in the fight against Madara clearing away Advent World of Flowering Trees, and he has rallied the other kages spirits. He has helped A become faster and stronger. He broke A out of genjutsu and made Madara's clones heavier. He was able to react when Tsunade set the trap. And with Tsunade's help destroyed the Madara clones and helped set a trap for Madara. He caught two very large Meteors.
Mei is probably one of the less useful kage within the context of the war. She was fighting white Zetsu and she in part melted a Susanoo so that A with Oonoki's help could break through a stage 2 Susanoo. She used her Suiton to block Madara's katon. She has attacked Madara with 2 suitons one of them being a trap in conjunction with the other kages.
Raikage has decided to let Naruto and Bee join the war. He broke through a stage 2 Susanoo with Mei and Oonoki's help. He attacked Muu. He helped in combination attacks with Tsunade. He helped in preparing to paralyze Madara. He blitzed Madara forcing Madara into Mei's lava.
Tsunade's help began when she taught Sakura. In all honesty Sakura has actually played a rather important role in the war. When Zetsu invaded the camp she was able to see through his disguise and neutralize him. If Sakura had not done this he could have assassinated the medical corps within that group. And if there are no medical ninja not only would the army suffer more fatal injuries but they would suffer more so from fatigue. Furthermore Tsunade summoned Katsuyu. Katsuyu has been used to distribute information from battlefield to battlefield instantly. Which is invaluable in war. Tsunade decided to allow Naruto and Bee to pass then helped persuade A to allow pass. She decided she was going to war, decided how she was going to get there, and how to transport Mei to the battlefield. Which aided A in deciding he should go with Tsunade. When she arrived to the battlefield she started by kicking Madara. She then healed Oonoki and Gaara who were near death. She healed Mei and refilled Mei's Chakra. She attacked Madara which allowed the kages to finally make some headway. She broke through a level one Susanoo. And defeated a Madara clone. She broke the Susanoo sword she was impaled with and attacked him with it creating an opening for Oonoki to attack. She tanked 3 Yasaka Magatamas. With two Susanoo swords impaling her she knocked out a Susanoo- Edo Madara clone. She gave more chakra to Oonoki so that he could do his large scale jinton. And given Raikage's statment that her fighting style was getting sloppy one can infer she had just been stabbed and previous to thank she was fighting more efficiently in a superior manner. What we saw on that page she still was not fighting badly.
I don't really think there is a strongest kage, each has particular areas of strength. But in terms of usefulness and versatility in general they can be ranked. So how would you rank the 5 kages in terms of overall usefulness and versatility.
