With ''Perfect'' Susano'o Madara meant the final version of it. Itachi and Sasuke also have awakened it.

Only difference is, it changes and grows more powerful with EMS which gives Madara and Sasuke the advantage over Itachi.

But yes, PERFECT Susano'o is just the Final Version of it.
