Do Sharingan users who havent activated ms & ems lose their eyesight? And do users who have activated the techniques but dont use it lose their eyesight too?

A Sharingan user won't lose it's light but a Mangeyko Sharingan will

A user won't lose their eyes until they uses techniques like Izanagi or izanami. if they use those tech they will lose their eyes instantly, As to MS users they loses their sight after short period of time if they use ametarasu and susanoo frequently like sasuke did. he's eye sight was supposed to get weaker and weaker. and to your last question No.

After reviewing the Manga, it looks like you lose a little bit of eyesight everytime you use it in MS mode. As stated above, the more it is used, the more eyesight is lost. Sasuke is the perfect example. As he used his MS, his eyesight started to become blurry. He used it quite a bit fighting Danzo and it was pretty much gone by the time Naruto and Kakashi showed up. Also, when it is not activated, no light is lost. Itachi went years without losing his eyesight. He probably used it sparingly and it last him until his death.
