Tobi has the Mangekyo Sharingan

Although we have never seen it and Tobi has never used it in the Manga (or in the Anime for that matter), I think he definitely has the Mangekyo Sharingan. The reason that he does not use it much is because he does not have the Eternal Mangekyo Sharingan and he doesn't want to go blind. I know he has a ton of eyes stored but they are all Sharingans and he cannot go Mangekyo with them so easily.

Now, the reason why I think he has the Mangekyo Sharingan is because of the fact that to cast Tsukuyomi, you need the Mangekyo Sharingan and he cannot implement his Moon's Eye Plan unless he has one of those eyes.

He is definitely a liar, but I think he is some character who has suffered some wrongs sometime in his life and just wants to force peace upon the world. This will be consistent with Kishi's theme when it comes to villains. Most of the bad guys were wronged sometime in their lives, disillusioned due to some event etc.

So I think the Moon's Eye is probably his final goal. Why is he doing it is completely an another question.

Thats why he using sasuke

He is using Sasuke to sync with the Gedo Mazo (not sure why). I think he needed someone after Nagato died. He mentions this somewhere.
