He traped him using his own weakness. as it says if he stops the sand water will become his problem then the lightning. basically the sand hardening isnt the point in the matter. Its more of what madara will do about this. as we saw he just voids it all out with the susanoo which mind ****ed me. (excuse language.) I thought he was done.
Difference is: Here water and the sand were used in unison, which made a pretty powerful combo. However, if someone used water against Gaara's sand, then he is pretty much screwed.
I think what he's trying to say is that the last chapter proved that Gaara's sand is not unwieldy and useless in water after all, but can be manipulated just fine and can crush/suffocate people despite all the water. It suggests Gaara could beat Tobirama after all because the water would amount to little in stopping Gaara's sand from coffining him, hard or not. It's a good point.
