he's talking about Itachi's necklace. Did it occur to you that theyre shaped like the markings on the Sharingan. In the same way Madara's Battle Fan has sharingan markings and Tobi's new helmet has Sharingan Markings. Theyre a symbol of the clan which is why he has them around his neck.

Ofcourse Naruto's version is another story, maybe done to be cool or to symbolise that the markings actually came from the Juubi in the first place and so they would in some way be present in the souls of the Bijuu as theyre made from the 10 tails.

(Edit: I just checked and they arnt even really Sharingan markings either, not sure what he's on about XD i think he may be refering to a fan pic i saw once)
