IMO there are three give or take right answers!

Sasori didnt even get started in Edo form, his heart litterally wasnt in it. Kakuro hasnt done anything amazing to earn the title yet, i think Sasori or Chiyo with their 10 and 100 puppet techs

There aren't many puppet users currently i think kankuro is the only one who is shown, so that makes him the best...considering chiyo used a bit of help from sakura to defeat sasori, who said kankuro had become indeed good at it, and the fact that only kankuro is alive from the 3 of them.

Chiyo taught it to Sasori and then Sasori got used to it. Kankuro learnt it and I don't know how.
Sasori fought Kankuro and didn't even need to get out of his ugly form to beat Kankuro and he wanted to do it painful and also he gave no hypotheses to Kankuro. If Kankuro was that great he would at least make Sasori get out of his ugly form but Kankuro was just like an ant comparing with Sasori back then.

Chiyo defeated Sasori having Sakura as her puppet and she was using only one hand to control Sakura wasn't she? And still brook through 1000 puppets and won. doesn't it make her the best? And she was a oldie gran gran gran gran grandma.
