To me, wind is quiet and soft, rarely heard and often unnoticable. Something which is both eternal and everlasting. However, this only presents one side of the wind's character. It can instantly transform from a state of pure sincerity to one of absolute carnage and destruction, whilst still retaining the ability to revert back to its original state of tranquility almost as quickly as it changed in the first place. Wind is what carries nature's message.
Wind Release is one of the five basic elemental nature transformations. Essentially, it can be formed by the user making their chakra as thin and as sharp as they possibly can. On the whole, Fuuton consists of mainly short to mid-ranged offensive techniques. Said techniques combine sheer brute force with keen precision in order to deal serious slashing and cutting damage to the foe. It is also important to note that wind-natured chakra can also be channelled into certain forms of sharp weaponry in order to increase their cutting power and improve their overall range, making it a very useful elemental nature transformation for a shinobi to possess.
Fuuton is strong against Raiton due to the fact that it is a natural electrical insulator, although this nature transformation is weak against fire because the flames are fuelled by air. Thus, wind release does nothing but improve the strength of a Katon based attack. Generally, wind release is better suited to offensive techniques.

First off, though wind is very useful in short and mid range situations, as you said, be sure not to underestimate its ability in long ranges. In regards to being able to clear a long range within moments, wind is probably second only to lightning. A powerful gust of wind can go from being a good distance away to being right upon you within moments.
Also, as for your "philosophical" explanation, keep in mind one other thing. Wind is basically the element of change. Its free-flowing, capable of bending and twisting more-so than any other element. This concept is essential to understanding its use. By knowing that wind is the element of change, you understand that wind techniques revolve around the manipulation of direction to the point where it can almost be a wild and uncontrollable element. If you're not careful, you could easily find yourself being hit by your own out of control wind technique. Also keep in mind that wind does not always involve molding your chakra to be sharp and have cutting power, sometimes its meant simply to result in a powerful gust that doesn't cut your opponent but tosses them around.

For now, focus your chakra throughout your body. As you focus that chakra, see if you can access your wind nature as well in an attempt to mix the two. Allow your chakra to flow throughout your body.

I begin by closing my eyes and taking up a comfortable sitting postion amongst the grass. I focus intensely, and try to access my chakra supply deep within my body. I then proceed to access my wind nature, visualizing it as being thin and sharp as I eagerly attempt to draw it out. Once I feel I have stored a respectable level of chakra, I combine it with my newly discovered wind nature, and finish by loosening myself up and allowing the chakra to take its natural course and flow evenly throughout my body.
*After an hour, I allow you to stand back up and I hand you a leaf*
Ok, now that the chakra's flowing through your body, try channeling it for the first time. Take this leaf and focus your wind chakra into it. The goal here is to cleanly cut the leaf in half. Do this by focusing your wind chakra through the leaf in sharp, quick crescent-like waves through the leaf. If done properly, you should have no problem cutting the leaf in half.

Right. I initially begin by continuing to draw out my chakra and allowing it to circulate around my body. However, this time, I focus my chakra into my right arm, feeling the energy build up in this particular limb. I then extend my arm and hold the leaf directly infront of me. Imagining sharp, crescent like waves of chakra flowing throughout my arm, I begin to quickly channel it into the leaf, being sure to take great care as I do so. To my amazement, the leaf swiftly divides into two even pieces.
(I forgot to mention this. For the sake of training, I usually prefer that you don't actually describe the result of whatever you do as you did in your last sentence. This is simply because its part of my job to evaluate your method and then decide whether or not you achieve the desired result. It's no big deal, but just keep that in mind for the future. ^_^)
*Only a small cut is made in the leaf*
Close, but just keep one more thing in mind. The stream should be quick but also constant. You want to make it all the way through, from one end of the leaf to the other. The rush of wind shouldn't dwindle as it goes through the leaf as it did before. Focus on making it quick, but also don't forget that it has to be one, long, constant stream of wind chakra rushing through the leaf.

I again begin by drawing out my chakra, and allowing it to circulate around my body. I close my eyes and slowly concentrate the majority of my Fuuton chakra into my right arm, continuing to do so until my arm feels strong and full of energy. With my arm extended from my body, I rapidly channel crescent like waves of chakra into the leaf, being sure to make it constant so that it drives right through and effects all areas of the leaf.

(Fūton: Fūsajin no Jutsu) - Wind Release: Dust Wind Technique

Description: The user creates a gust of wind that layers an area in loose sand and dust. Doing so also acts as a sandblaster on the surrounding area. This layer of sand that accumulates on the trees during this technique makes it difficult for others to get a good footing. The initial gust can also temporarily blind opponents by lodging sand in their eyes

Basically, you just want to focus your wind chakra and push it forward in a quick directional gust of wind. Keep in mind that the wind chakra isn't meant to be sharp, it's not even powerful enough to knock over your opponent, simply a gust pushing in one direction. Also remember that it HAS to be in one direction, or else you risk ending up shooting sand or dust or whatever you're trying to move in your own eyes.
Use this technique and push that sand in my eyes. .-. This should be fun.

With my recently retrieved fuuton now stockpiled throughout my right arm, I press on by closing my eyes and ensuring that my chakra is now evenly spread around my body. I then leisurely begin to focus my chakra into both palms of my hands, and casually thrust them in the direction of the sand, which rests just infront of Riku...
I said don't ask! ~_~
*A small rush of wind is released, but it does not go very far and stops short before even reaching the sand in front of me.*
Try again, remember to make the gust release in one, long, and constant stream. Instead of a short burst, think of a long stream that can reach all the way out toward me.
After that, briefly give me an overview of this technique's usefulness in battle.

I immediately start with the same process which I carried out before; closing my eyes and ensuring that my chakra is concentrated into both palms of my hands. This time, however, I thrust in the direction of the sand, and allow the push to carry over a larger peiod of time, being sure to consistently add my chakra in the hope the gust of wind will be strong enough.
This justsu would be effective in battle as it would allow you to blind your foe and leave him open to an attack.
Good job, but I dunno where you get off putting sand in my eyes. ^_^ Pull something like that again and we're done here. ~_~
Keep in mind though that your opponent has to be relatively close to you for this to work though. Otherwise you'll just be scattering sand around (although in some rare cases that might actually be a good thing. Also remember that this can also be used to easily splash water up. Might be useful in some situations.
Now while I try and ignore the rather painful sensations in my eyes right, why don't you go on to the next technique.
(Fūton: Sensougouheki) - Wind Release: Rumbling wind wall

Description: User creates a wall of spinning wind in front of him that is used to push back weapons thrown towards him. It can also be used against taijutsu close range attacks, but the wall can be pushed back with a stronger wind jutsu or if a smoke bomb or explosive tag touches the spinning wind they will automatically get activated because of the sharpness of the wind element, damaging the user also.
This time, instead of focusing your wind chakra in one stream or gust, focus it so that it spirals in front of you and makes something akin to a wall of wind right in front of you that moves forward. The wall should move forward in one quick rush, but it should still be complete and large enough so that if I throw a weapon at you, there's no way that anything can get past the wind without harmlessly passing you altogether. This wind should also be sharp.

To begin with, I take a deep breath and maintain the areas of highest chakra concentration as my hands. I then begin to imagine blades of knives piercing my arms as I attempt to make my chakra as sharp as I possibly can. Next, I retract my arms back, as close to my body as possible, and then jerk them forward, releasing a wall of my Fuuton chakra as I do so. In addition, I subtly rotate my arms as I initiate this action.
