Would if the scroll had information on sage mode it's secrets and the different types of sages
Or info on various kekkai genkai- including the rinnegan
But it had info on the byakugan and the sharingan and its origins and where they are headed

i actually completly forgot about that scroll but yea it could definetly be any of the above all i now is that it has to be huge enough to change the coures of the war as he said maybe it has informatoin on how to combine the rinnagan and sharingan to get the same eyes as the juubi like tobi has two different eyes and madera switches his eyes back and forth but what if you can combine them like how you combine the two ms to make a ems and maybe the byakugan is what holds them both together and i know alot of you dont like saskue and that it would be a huge power up but i want saskue to get it because naruto is to much ahead of him and naruto needs a good chalenge and i want for the naruto vs saskue fight to be epic

Kabuto believes it is full proof partly because he believes no one else knows how the process works and mostly because with his new power he has become way to confident and doesn't believe he could fail.

Cant be because than he would just us it for himself, its probably like the secret to the sharingan/rinnegan or maybe how zetsu or tobi were created

This is what I think.

Its not going to be the Rinnegan info. Its going to be info on Dragon Sage mode. Sasuke will become a "Perfect" Dragon Sage and Naruto the "Perfect" Frog Sage lol.
