Itachi says here that Kabuto's destiny is in his hands, and that it decides destiny.

Here Itachi says he will stop the Edo Tensei, but only Kabuto can stop it. If Kabuto is killed the Edo remains. If Itachi had not set the fate of Kabuto to end Edo Tensei then why would Kabuto end it? Itachi has no way of making Kabuto end it, other than Izanami. So, yes, that is what it was for.

U_U The only reason that it might not end Edo Tensei, is because if you accept who are as a person you escape, right? As you saw in the last page of the latest manga, Kabuto is about to do that. If Kabuto does that before Itachi makes him end Edo Tensei, then Kabuto will break free and will not have to end it. That doesn't mean Izanami is just therapy no jutsu, it means that if you got someone in Izanami you don't sit around talking forever, you kill the guy you got with it or make him do what you wanted him to do (like ending Edo).
