Base Naruto may not be as strong as base Sasuke and base Kakashi, but he's still at least jounin level.
He has few techs true, but they're all a-rank and one s-rank. not many jounin will breeze past someone who can spam shadow clones and use them tactically, has a boss summon and can use two technique which are pretty much instant kills if they connect.
his speed and taijutsu are very adequate, he fared well vs the deva path, and vs the kumo ninja. his strength and stamina are still very good, and his genjutsu breaking isn't bad, itachi's the best but i'd say he can break others' genjutsu now.
in shippuden he tricked two s-rank criminals in deidara and kakuzu with his clones, and fooled pain with clones multiple times, so his battle smarts are very good.
that said, i do wish he had learnt something more than oodama rasengan and general brushing up of his skills in the timeskip. he can use fuuton to great advantage in his fights, like using wind to create dust storms or something, augment his shiruken and spam them or hover like danzo.
