They thought that without a speed and just a reflex A can dodge amaterasu. Their own example failed them. They nullify A's speed just to prove that Minato's speed isn't needed in dodging amaterasu and just reflex alone.

So we know that if caught unaware, it can hit even someone with top tier speed. It all depends on knowing it's coming.
