Tobi is in control of 7 Bijus.... he IS an army

Always hated these lists. The 3 hokages on there is a perfect example why.

Hiruzen is at an advantage vs Hashirama as Enma destroys mokuton with ease.

Minato is at an advantage vs Hiruzen because Hiruzen has no answer for Minato's speed.

Hashirama is at an advantage vs Minato because Minato has nothing that can really hurt Hashirama. He can protect himself with his mokuton and can just heal himself after Rasengan.

There is no top 10. Everyone matches up differently with everyone.
