Tobi cannot use all the Rinnegan abilities!

He only has one Rinnegan eye. He does not possess all of its powers, the only one which he possesses is the outer path, which allows him to control dead bodies and then grant these bodies shared vision. He has the sharingan in his other eye for genjutsu purposes, S/T ninjutsu and so that his paths can have improved reaction speed etc, the typical things a base sharingan grants.

No-one has proof to suggest he can use all the Rinnegan abilities with one eye.

I think he can use all the abilities. The only reason he hasn't used them is because it takes too more chakra to control the tailed beasts and they already have counters to the abilities.

Wrong. Tobi was about to use the human path, in order to extract intel from Yamato.

Even though that's not a 100% watertight proof, it's the most logical conclusion. It was never said that the Rinnegan's abilities are separated within the eyes, like they are case in of the Sharingan.

Yes, no one has 100% proof that he can use all of the abilities. But you also do not have 100% proof that he can't use all of the abilities. So what do we do when both sides doesn't have 100% proof? We use the one which is more likely, and right now, it's much more likely that he can use all the Rinnegan abilities based on what has been said in this thread.
