Nagato is in my top-5 strongest shinobi ever or at least top-10.
EMS Madara maybe would have won this battle but Nagato would definetely could take on pre-Rinnegan Tobi.

Nagato kills Tobi no question. DOnt know about EMS Madara, but from what i have seen in the manga, Nagato takes the overall win.

Ems Madara was about to be taken out fairly easily by Gaara, Oonoki and Naruto's clone. The strongest is Nagato, it's just that Tobi would be hard to kill.

You can't really say who'd win a 3 way match, because at any one point, two people may team up on the other person. They can't each attack eachother and defend at the same time. In saying that, Nagato is the strongest out of the three. But that's not to say he'd definitely win.

Look at the page kishimoto stated Pain was stronger then Tobi think about it.... and yeah Nagato can beat anyone currently our point?

Anyway Nagato is clearly the strongest here but that doesn't mean he would win i reckon Tobi and Madara would team up vs him which Nagato wwould find difficult even if he starts with a Celestial Tera Blast

theres a reason why tobi wasnt the open leader of akatsuki. nagato is stronger and able to keep the other criminals in check. and like kishi said, pains the strongest shinobi in akatsuki.

ems madara poses more of a problem but rinnegan trumps EMS IMO
