From what I've seen the 3rd Raikages attacks are Based around Ninjutsu (Hells Stab/Lightning armor/Black Lightning).

His lighting mode isn't that fast tbh. It's the same speed as A's version 1 which Sasuke could keep up with and sm Naruto could keep up with the 3rd raikage as well.

Both with excellent perceptional abilities. 3rd Raikage is fast and if you don't have sharigan,sm mode or nice really nice reflexes i don't think you can't dodge his attacks that easy.

3rd Raikage Hasn't shown Any Speed Feats, Shared Vision + Summons should also help Keep Track of him.
While I do think 3rd Raikage does have Greater Speed than the Paths.

cerberus Alone would Cause him Problems, If it gets hit by Hell Stab it would Simply Split or multiply.

Pain high difficulty, the 3rd raikage is very strong so he would be able to destroy at least 3 paths or 4

bansho tennin and preta wont hold him for long. he will just break out of there with taijutus before preta absorbs all his chakra. then a quick punch to the head and preta explodes. deva shinra tensies him into the others but that turns out to be a mistake as third is incredibly fast and casts black lightning on human and asura. that paralyses them enough to punch out human's eyes/face and then rams a hell bringer up asuras ass. then i suppose deva decides he wants to go all out and preps CT but raikage wont let him do it and speedblitzes.

dodged FRS, (apparently) kept up with hachibi by himself, smashed a division
