From the release of the latest chapter, 587, we see that apparently senju dna is not necessary to use izanagi, as nearly every uchiha member in the past used it to become powerful.

This seems to completely contradict what tobi has stated, namely, that Izanagi is a technique that only someone with the power of the uchiha, and the senju can utilize.
Now, my theory (as well as others i have seen) is that only a normal shinobi who has obtained uchiha and senju dna can use izanagi, while a full fledged uchiha can use either technique without the need for senju dna.
In other words
Normal shinobi + uchiha dna (sharingan) + senju dna = izanagi
Uchiha shinobi = izanagi
Weather this is a contradiction by Kishi or not has yet to be seen until we see another character or uchiha use izanagi or possibly izanami. But, if we can assume this is true, that leaves it to be questioned weather tobi is an uchiha or not.
My two personal favorite tobi theories are
A. Madara body split technique
B. Izuna uchiha.
However, as these are both uchiha, according to the latest chapter he would not need to have control over senju dna, as the sharingan would be enough. In conclusion, i believe that much like danzo, tobi is not an uchiha and so needs to have mastery over senju dna in order to use izanagi, which may also explain how tobi can keep his sharingan active and exposed almost indefinitely.
