Deidara avoided Guy and his team's attacks without his arms with ease, I think he deserves that spot. Also. I didnt put any of the Uchiha guys in because I dont consider the sharingan as base, because it makes them seem faster because of the sharingan's ability to predict paeople's attacks whereas without it they probably wouldnt be able to keep up. Suigetsu is there because of his one feat against A in version 1 raiton no yoroi where he intercepted A's attack on Sasuke having come from a great distance (From the balcony next to Karin)

Worst list ever IMO. Sasuke blitzed Deidara. Sharigan doesn't imporve speed just percieve things faster. B isn't faster than Sasuke in base. If this was a base reaction speed list you might be right. Suigestu really?

Was basing it on feats, and I did say that I considered base to be 'without' the activation of the sharingan. Not that it matters, Deidara was able to avoid Sasuke's attacks even with his sharingan and cursed seal and Deidara's bird was keeping up with Gaara's sand, though I guess the bird aint base.

CC and sharingan don't really give speed though, and yea i believe that databook score comes stems with Deidara's aerial speed... He isn't really a ground person

All you guys are wrong including the op himself. The OP clearly states that no ninjutsu or enhancements or anything like that. Meaning no raiton shroud, chakra shroud or Shunshin no jutsu.

People dont understand that majority of ninja's including minato, shiusi, sasuke, itachi all use shunshin in base and the op said no jutsu. Shunshin is a jutsu to increase your speed. Body flicker technique.

Anyway OP there are only 2 people in the naruto universe who we know are extremely fast without any jutsu at all including shunshin and these two people are Gai and lee.

Although gai is a shunshin user, he very fast without shunshin due to his fighting style which has allowed him to be.

Next is rock lee who cannot use ninjutsu at all. His speed was acquired through hard work and due to his fighting style therefore the list is;

Yeah you're right mayn, sharingan doesnt give speed, but you gotta admit that it does make it unclear just how fast/or not fast a person is because they have like a pre-cog thing that allows them to anticipate people's moves even though they are slower. eg. SM Naruto was slower then third raikage but kept up with him because of pre-cog, sharingan gives them the same advantage.
