i believe tobi to be the juubis mind in human form.
naruto separated the chakra from kyuubi but left his mind/will intact inside him. if his bodys the moon then where did his will/mind go?
tobi states he is "no one and doesnt want to be anyone" because hes not someone. hes something.
his only goal is to be "complete" adn what is his goal? reuniting all bijus back together to form one body and then becoming its jin.

So it's not exactly "juubi" but it still means 10 tails. Kyuubi means the '9 tails' as in there name or object is nine tails. Tobi = there are 10 tails, the name of the object which possess Tobi is called the Juubi.
