The better question is how the manga would end up if Minato hadn't died. Naruto would probably have ended up snobby like Konohamaru was, "royalty", just ugh. Kinda extremely glad Minato died now, the manga would not be the same otherwise. It'd be so shitty, and Naruto would be a horrible character.
Although he'd probably end up another 'child prodigy' like Sasuke/Neji, still probably wouldn't have any friends because of his status lol, I dunno. And their relationship with Jiraiya. Just ugh. It'd have been so bad man, so bad. Minato made the right choice.
Anyway to answer your question yeah he probably could be stronger at this point, I really don't think Minato would have been the best father figure in that sense and been able to train him to the full extent of everything. While his status as the 'demon fox' that everyone hates really ties into his development as a character(although I'm going back into how the manga would have been lol), but by that I don't just mean his 'character' but it'd tie into his power overall as well.
Since the manga would be nowhere near the same it'd be hard to judge, the events that happened in Naruto's life in the real manga a lot of them might not have happened so Naruto couldn't have gotten stronger in those same ways. Really not sure how good of a 'sensei' Minato would be to make up for all the training/development he's had as a ninja otherwise.
The events that happened as of now maximized his potential thus far, who knows if Naruto would have ever met KB or I don't know what the hell, way too many factors lol.
