99% of the shinobi world doesn't mean he's in the top 10
he's the most overrated character throughout the forums, pretty much fact
He ended a war on his own. He defeated Tobi easily in less than few minutes, and remove his control of Kyubi in one move, defeated A and Bee in one move. He is probably one of the rare ninjas whose fights never last long. He decided to die on his own, when he didn't needed to according to Kushina. He has never been injured even once so far we know, unless he wanted to. He is greatly underestimated in the contrary just cuz people think that to be strong you necessarly need strong jutsus.
They don't know that you can do great things only with small things. Just take an example. Minato has no jutsu as strong as a TBB, but only with one seal, he was able to counter it without problems. That's where Minato is strong. Not cuz of his strong jutsus, but how he use them, but unfortunately people think without knowing that Minato must necessarly have Susanoo, TBB or others to be strong. It's also why a shinobi like Kakashi is underestimated. Tactical and skilfull ninjas in battle don't have their place in NB so far i'm looking at it.
That's why when i say something like "Minato is stronger than itachi", everyone will want to reply to prove me wrong. But i'm pretty sure that if Kishimoto makes a battle between Minato and Itachi, Minato will win
