His Edo tensei was Far from incomplete, It's not even Clear his Edo tesnei's could use their Full Powers because it was incompete.
Plus depends on the Ninja he could Summon.

Don't judge his Incomplete edo tensei on the Feats seen by Oro and Kabuto's.

And we dont know much about 2nd hokages techniques ...he can use EDO Tensei but it was incomplete.
