I wanted to enquire whether totsuka no tsurgi can be used without susanoo and from where did itachi get it?

well, orochimaru wanted sasuke sharingan which would mean that he thought he would eventually be able to use the sword becuase he would have the sharingan. Plus he knew about MS and susanoo

Of course it can be used with out susanoo. Remember during the fight with sasuke, Oro knew about it and was looking for it for years to undo the seals saru placed on him.
