Gai is faster than Itachi! Itachi isn't that fast, we haven't seen him any impressive speed feats. I don't know why so many people saying that Itachi is fast.

He's already blitzed Kakashi, sasuke, and killer bee.. Thats pretty impressive

Itachi has a ton of speed feats. Being able to blitz Sasuke and Bee and keeping up with KM Naruto. All are impressive feats.

Zetsu didn't had time to react. I know Zetsu is a non-fighter but still. He even said his speed is insane.

So for me in base speed it's:
- Minato
- Raikage
- Madara(he is really fast. Raikage said that)
- Itachi/Gai/Bee
- Kakashi/Sasuke

You said it yourself Zetsu is not a fighter. I don't think Raikage is top 5 without lightning armour. I won't even argue with you about Madara. You know he has no feats to talk about at all.

Even as a non-fighter he can still judge the power or speed of someone. He is a spy who always worked for Tobi and even recorded fights(Sasuke vs Itachi for example), but for him to say that "this guy is ridiculously fast", that shows that it's really rare for him to see someone as fast as the Raikage before.
For Madara, Raikage said himself "So you're able to keep up with my speed?", and Raikage is one of the fastest ninjas ever. This feat is better than all what other did before

Compared to part 1 genin, gaara's sand was fast, but to ninjas like kakashi, itachi , gai etc? they would blitz the hell out of it while drinking tea and reading jiraya's adult book

He said "on it", and i think that it was to say that he already knew Itachi was behind. If you're talking about speed, Bee has already shown he was at least as fast as Itachi if not faster. Itachi was in a defensive position against Bee, and he could only flee away from Bee at this time

He's in a defensive position because he's being attacked.. He is however fast enough to back off and not get hurt, unlike sasuke who got raped..
Bee said on it when itachi told him he was behind him....If bee knew he was coming etc, he would have turned around to counter him..not risk his life like that.. In that position if Itachi didn't say words . bee could have gotten a kunai to back or something..

well the first two for sure would be guy and lee, i then think that A would be third because of the increase in muscle mass i then think that neji when using the 8 trigram techniques then kiba when using his man beast taijutsu.
