I know what he is though! Kisame is a product of the three tails Isobu! How? idk.
Kisame has tailed beast chakra levels for some reason. He has no background story to his parents or anything. He resembles a fish like creature. Just like how the Kin,Gin and Naruto have whiskers from the nine tails,Kisame has fish like traits from the three tails.

How would it be paint? He is always in the water. The most plausbile answer is that he's been inside the three tails. He has all the signs. Tailed beast chakra and fish like qualities. It just screams bijuu.

The point was that anyone that harbors or get harbored by a tailed beast gets similiar traits I.e naruto, kin and gin brothers.
