I think he is clearly powerful enough, intelligent enough, and protective if the village, but I don't think he should become Kage. His character is cool the way he is written; someone willing to do anything for the village, including destroying his own people. Not a lot of characters would be willing to do that, and then live knowing that everyone believed you were a monster.

Basically, Itachi is TOO cool for Hokage.

Well Itachi did killed everyone in his clan for Konoha, meaning he has the will of fire. But on the other hand killing an entire clan in your village is not exactly what you call something a kage is supposed to do in his village.
