I think Kisame is the best. With 1 hand sign he can change a desert into a lake, can create water domes. Also he can create a hundred sharks plus go on to make 1 giant shark that absorbs the chakra from an enemies move

he has awful feats and size of suiton when compared with kisame and mei. mei has hidden mist, kisame has water clones or ability to breathe underwater, and kisame has the giant lake dome. tobirama barely is above zabuza.

no hype suggests hes the best when his feat has been replicated. if madara were a fodder anbu hed comment on mei too.

Yep, Tobirama can pull water from molecules in the atmosphere, or by mouth. Flatly, he was revered as the best water release ninjutsu user ever. In terms of possible overall fighting ability, while having owned the Sword of the Thunder God, and being highly skilled in taijutsu and genjutsu, AND according to Minato, was also knowledgeable in space-time ninjutsu. I think he takes the cake as #1.

I wouldn't doubt the mans ability.
