Its not a normal genjutsu, so you can't break free by normal means. Probably have to follow whatever destiny Itachi has set to him, kind of like a condition to break out. So lets say Itachi decided that Kabuto's destiny is to undo the edo tensei, so Kabuto must undo the edo tensei to full fill the destiny that was decided for him and be released from the Izanami. That's just what I think, but it seems to fit perfectly, otherwise Kabuto would never willingly release edo tensei.
