Hiruzen is so much better its baffling. He has two element releases and a summon on par with jonin ninja and he was considered the best Hokage along with the best of his time.

If Minato had been alive he would of had 13 years of more experience and had finished rasengan and done a bunch of other cool shit but he died and could not get up on the level of Hashirama or Hiruzen.
