Depends on what the situation is but Shinra Tensei in most circumstances you cant beat something that blows people away and the environment away.

Difficult. If its a battle of what can kill most people, then the meteor. If its a battle between two individuals using each techs, then the ST user wins.

If both didn't have drawbacks, the meteors would be better (so Edo Madara's meteor is better than ST, as Edo eliminates the drawback). However, if you include the drawbacks, ST is better as it doesn't kill the user.
If the two are used against each other, I doubt ST can do anything (maybe CST can...). In this case, meteors win imo.
