Amaterasu wasn't blocked with a Katon. Likewise a Lava release won't block Amaterasu.

3. Tobi obviously had a plan to control the bijuus for him to challenge all 5 of the villages without any trump cards he is one of the most intelligent characters in the manga he knew no matter how many zetzus he had they weren't going to be enough.
