I think people are too quick to jump and scream plothole. Kishimoto is very good at keeping up with his story and tends to plan things out well in advance. He just LED us to think that the Third Hokage had stopped Minato's summon but if you followed the story you could actually catch onto the truth about the Reaper. Kishimoto later likes to spell it out for the dumb people.

Where does it say that you can't prepare the body first, and do the initial summoning of the soul later? From what i've picked up on, just like any other summoning technique, the summon itself would take up chakra. Once the summon is stored, the summoner can call upon it for free any time he wants. Most likely Orochimaru just got cocky and assumed he could summon all three Kages without testing it beforehand. Orochimaru did seemed surprised, "Huh..? It failed?"

This here explains that first you need the DNA to SUMMON the soul from the Pure World. Nothing can keep you from storing the corpse and the summoning scroll inside one of the sarco****us and finish the actual summoning later. Notice Kabuto summoned Madara that way as well. He showed Madara's remains in a dormant state to Tobi, and only actually summoned his soul into the body much later. Madara was surprised that Impure World Resurrection was used to bring him back rather than the Rinnegan.

If anything, this shows us that there might be different ways to work on the summoning depending on what the caster wants at the moment. The summoning of Madara happens AFTER and works the same way as the Orochimaru variation, which means Kishimoto did not make a mistake.

Hate to break it to ya, but your biggest point that counters it being a plot hole is false. If the body has been formed into an edo, the summoning has already been successful. When Madara was first shown to Tobi, it was already a successful revival and his soul was already in the body. Kabuto had simply suppressed him before hand and only returned his consciousness once he was summoned to the actual battlefield.

The same could be said for all the other edos at Kabuto's disposal. When they were all introduced in the lineup at the beginning of the war, all of them were already successful summons with their souls inside. The only way the body of the target can be formed is if their soul is accessible. If the soul is not accessible, the summon would fail outright, and the body would never form. So actually it was 100% for certain a plot hole on Kishi's part since Oro was summoning the 4th like he did the 1st and 2nd. Therefore, he should not have been able to create his body out of ashes in the first place, considering he had no access to his soul.

Then again, since the 3rd coffin was never actually shown in the manga, I guess you could say there was no plot hole at all.... but clearly Oro was planning to bring the 3rd coffin up just like the other 2, so we are lead to believe he had the body ready which, quite frankly, was not possible. Therefore, its a very significant plot hole, end of story.

The wording hints that the technique is a two part or two phase process (Three if you count the control tag). First you PREPARE the body, then you SUMMON the soul, then you CONTROL it with the tag. The only part here that might require a chakra cost is the actual summoning, and not the first and third step.

Ya but the instant Torume's body was completed, he gained consciousness. That means the preparation of the body and the summoning of the soul occur at the same time. Therefore, it implies that without one, you can't have the other. If you have enough DNA but the soul is sealed, the summoning/ body preparation will fail. If the soul is accessible but you don't have enough DNA, the summoning will also fail. The bottom line is that given the Torume example, the body cannot be constructed to future summoning unless the soul is accessible. So Oro should never have been able to create an edo body of Minato in the first place.
