Could Neji block it but by the time he stops spinning the flames will still be there

That was not the question though. The question was could Rotation block Amaterasu.

Therefore we can assume that Neji has activated it in advance of the amaterasu attack in order to protect himself.

That is what we are debating here. What is your opinion on that?

byakugan cant predict movement but they can see charkra flow allowing him to predict when amataseru would be used...only if he knows sasuke has this technique that is

yup, amaterasu doesn't burn instantaneously. however, idoubt neji can react in time, he has to know that amaterasu is coming (needs to have knowledge about the bleeding and the pressure)

Neji is presumably using it in advance . So Sasuke would be aiming at him whilst he is using the technique.

Actually I doubt Neji would ever see it coming it would be on his body to fast.

It wouldnt matter chakra comes out of his body to form rotation it would push off his body when he starts it

There isn't any power that is put into amaterasu as it is suppossed to ignite upon the users line of sight. It is said to burn very slowly, so the likeliness of amaterasu burning straight through kaiten is extremely little. Afterall, Neji is continuously emmiting a thick and steady flow of chakra around him.

Once Neji stops the technique, it would either:
fall harmlessly to the ground away from Neji
or
dissipate completely as there is no chakra left for it to burn.

So yes, I believe that Kaiten can block amaterasu.
