OP meant that he could understand that all the jinchuurikis have sharingans, because Tobi has a lab full of them which he can transplant easily into the jinchuurikis.

its one of the rinnegans abilitys usually referred to as "Hieratic Path"(prob spelled wrong) which projects the users eyes onto the 6 paths, the reason they have 1 sharingan 1 rinnegan is because tobi has 1 of each..

Although its not actually one of the 6 Paths as the main user is the one who actually emits it..its just been called Hieratic Path for some reason..Konan called Nagato the 7th path before he died..I assume Hieratic Path is actually referring to the main user and not a path..
