That looks like a tattoo. It has to be. That can't be a special third eye, or this guy would of been even better than perhaps Madara.

Then again, who knows? Gaara has a third eye so I guess anything is possible.

Tobi does NOT have 3 holes in his mask either . Third one at the top only appears to be a hole, but its painted on just like the ripples and dot in the middle of the mask
