That is not tsukoyomi. In Sasuke's genjutsu, Itachi appears to be in a hazy-grey environment.. quite different from our view of Sasuke in Itachi's tsukoyomi in which the colors are inverted and set in a high contrast. Why draw them differently if both genjutsus effects are the same?
Sasuke has no Tsukoyomi.
