As for the question, no you do not have to be a mod in order to rule one of the 5 official ninja villages. There are plenty of times when just regular members, not even sensei, have been the Kage of a village.

Well, He doesn't RP but Myo is considered an non-RP village, meaning you can say he's a kage.
Anyhow, I find him to be good for a lot of things, such as keeping this forum clean from douches and trolls.
