resurrecting madara?

why didn't tobi have nagato revive madara sooner? when madara was resurrected from edo he thought that nagato had done it(which was the plan)

so why didnt he do it?

Because Nagato is not able to revive Madara yet. If you will ressurrect who died long time ago you need more chakra. Nagato said this when speaks with naruto. He just able to revive who died several minute ago. He can not revive Jiraiya for now. So they need to power of Bujiis. But they can not capture them all so Their plan is failed. If he can able to do that think about it why he didnt revive Yahiko? His best friend. He can not able too. When he learned his Eyes powers, it's too late for Yahiko, even Nagato's huge chakra reserves is not able to revive him.
