Wind>Lightning Raiton Armor would be useless against a rasengan and in SM Jiraya is likely as fast or nearly as fast as the Raikage and could go toe to toe with him in taijutsu, plus Jiraya has a ton of tricks with his toad summons, toad song, hdidng in a toad mouth, extreme strength, combination techs with his toads, Gamabunta lol, frog katas, and all the Ninjutsu he knows. The Raikage just has Nintaijutsu and Raiton Armor.

You're right I ****ed up I was just so used to Fuuton Rasenshuriken, still the other reasons are enough.

Jiraiya would win high- diff, but he would have quite a challenge- I don't think he is quite as fast as Raikage, and his rasengan would have little effect.
