What living person do you think currently has the highest bounty?

We haven't heard about ninjas and their bounties in the bingo book for awhile, but who do you think currently has the highest bounty?

1.) Tobi:
Tobi has stripped the tailed beasts from their hosts and controlled them in all-out war and also has a plan to turn the moon into a giant Sharingan to control the world. He also caused the 9-tailed attack on Konoha 16 years ago and indirectly caused the death of the 4th Hokage via sealing the 9-tailed.

2.) Kabuto:
Assisted war criminal Orochimaru in infiltrating the Leaf village and recovering information as well as performing illegal experiments as Orochimaru's right-hand man. Later, acquired and perfected the techniques of Orochimaru to revive many other war criminals/heroes/Kages to do his bidding. Also currently in possession of the Jonin Anko as a war prisoner. Unknown what future motives are.

3.) Sasuke:
Abandoned the Leaf village to train under war criminal Orochimaru. Attempted to capture the 9-tailed jinchuuriki B, attacked the Kage summit resulting in the loss of the Raikage's left arm, killed Anbu ROOT leader Danzo, killed 'wanted criminal' Itachi and Akatsuki member Deidara, and currently plans on wiping out the Leaf Village.

Probably Tobi, as he unleashed 9 tails prior also.

And do the Shinobi Alliance even know Kabuto is responsible for the edo's?

Also yes, if he saves the Kages / Saves Naruto / Tries to 'give life' for Tsunade / Sakura or something

All i know is sasukes bounty is higher than kabutos bounty because it is stated in the manga.

I think that if the ninja world knew that Kabuto was behind the Edo Tensei his reputation and bounty would skyrocket... The guy brought back Zabuza and Haku along with the seven swordsman and even a few kages, not to mention Madara. I think Kabuto would take it hands down... if the world knew.

Shika has more bounty that sasuke, it was mention in the fight between hiden and Kakashi.

Kabuto has been smart and Stayed Low and Out of Peoples way, He wasn't that much of a threat till the war started, While Sasuke has made himself Known to every Kage and their villages with his reckless acts.

Well, Kabuto admitted his bounty was no way near close to Orochimaru, much less Sasuke. SO we can prove that Sasuke's is higher than Kabuto's. Sasuke or Tobi's. I think Tobi may not be classified in the bingo book because he is too powerful for even an Hokage to beat by oneself, so it would be discouraged to fight him. However, if he is on the bingo book, his and Sasuke maybe the same price or one is slightly higher than the other.

Oh and to your last question, no, I don't think its possilbe for Sasuke to lose the bounty on him. Even if you are a good guy, there could still be a bounty on you (Asuma for example, had a large bounty on him). Its unlikely for him to not be a bounty even if the five countries agree not to disturb one another and no longer kill, there are still people from smaller villages who won't agree because they were affected by the war or when Orochimaru was alive and they link Sasuke to that and he becomes the only object to take their anger out on.
