He is intelligent but not like Shikamaru, he has an IQ of over 200 and they stated that, if that were true for Kakashi I think it would have been stated.

Lol thank you well I'm big on how Kishi "portrays" a character. We all saw how Ino-Shika-Cho was basically dependent on Kakashi in their fight with the Zombie Brothers. The only notable thing they did was Shikamaru's prepared plan.

Their formation has to do with "skillful" execution rather than an "overwhelming" one like CST/Meteor/etc. Having a large yet diverse amount of cards to play is perfect for things like that. Just because Shikamaru is smart, everybody tends to think that it cancels out any intelligence that Kakashi has! It doesn't help that Kakashi has basic knowledge on their clans too...
