Gaara blocking amaratsu is not happening. Yes gaara's sand has the capability to withstand an attack from amaratsu but block is something it cannot do. Gaaras sand does not have the speed to do such a thing. Amaratsu the with its normal use has the Kamui effect. Where it does not travel a distance but instead it appears where the user is looking.
You see Amaratsu in the process of forming not being shot at raikage. the dash marks you see are not a show of speed from amaratsu but a show of where sasuke was focusing. For example when Sasuke used amaratsu for the first time against bee:

Amaratsu was traveling the air because after it was formed itachi was dragging his eye across the scene to get sasukes wing without hitting him.
