In my mind it goes like this. Naruto's special power is that he can change people, to make people love him/be friends - this is both the power of the Younger So6p's son as well as the reason why So6p chose him over the older brother. The So6p split the 10 tails into separate beasts on his death bed so that raw power held by the 10tails could not be taken by the sage's older son with sheer power. I believe the So6p believe his older son had the power to overpower his younger brother. Hatred = power. The power that would be needed to reunite the 9 tailed beasts is one that lives inside the younger sage's son, the will to fire.
Power and hatred are natural entities which exist in the world, yin -yang. there has to be this for there to be balance in life. The So6p knew this, which is why he split up the beasts. I believe Kishi is setting it up, and has been (with Naruto's long line of people who he's changed - Gaara, blah blah, all leading to Sasuke) so that Naruto's crazy strong will (will of fire, will to be recognized, will to become hokage) will be the factor that can reunite the tailed beasts. Power can make immediate change, but only for a short time. Love - naruto's will - can make lifelong change that stays. but it has to fight hatred first.
He knuckled bumped each of the 5 tailed beasts in the recent battle and supposedly absorbed parts of their chakra, but really he had to fight against and win over their hatred for mankind (ninjas really). I believe that is why they pinned Naruto up against 5 tailed beasts, and put the 9tails in him, so he could conquer natural hatred.

I figure Kishi mirrors the battles between the Younger and older brother of the So6p in the battled between Sasuke/Naruto. Each time they meet, regardless of what they actually percieve, they are very even in battle. BUT, the will to want to actually kill the other person is lacked by Naruto and essentially the younger brother. Naruto and Sasuke fight for recognition, fight to show whose stronger, and Naruto even says they can only understand each other's hearts by exchanging blows. Sasuke won't admit naruto is stronger, just like the older brother couldn't come to terms with his younger brother being chosen over him. All my speculation
