Why did naruto let sasuke win at the valley of the end?

naruto just pulled his rasengan back and simply scratches sasukes forehead protector. wth? this has been plaguing me for a while and i never truly understood why he let him win. can someone please explain?

EDIT: JUST TO CLARIFY SOMETHING NARUTO WOULD HAVE WON HAD HE HIT SASUKE WITH THAT RASENGAN RIGHT OR WRONG?

also, naruto did pull his rasengan back at some point because after rasengan and chidori clashed, chidori was still intact and rasengan had to be as well considering it is stronger than chidori, so its obvious for all you sasuke fanboys out there that naruto DID pull back his rasengan at some point. so save the chidori beat rasengan arguements you apes.

Naruto didn't pull back his Rasengan. He clashed it with Sasuke's Chidori.

Earlier in the fight Sasuke said that Naruto was so weak that he wouldn't even be able to scratch his headband:

No. That's not what happened. Sasuke's Sharingan can't predict the Kyuubi Cloak's arms. Sasuke states this in the fight:

he didn't pull it back. They were in a orb of energy when the attacks collided and Sasuke hit him in the chest causing Naruto to flinch and hit Sasuke's headband.
